Supreme Court ruling upholding ICI creation affirms Marcos' stand on flood mess — Palace

MANILA, Philippines — Malacañang on Wednesday welcomed the Supreme Court’s decision dismissing a petition that questioned the constitutionality of the creation of the Independent Commission for Infrastructure (ICI).

Palace Press Officer Claire Castro said the high court's ruling affirmed President Ferdinand Marcos Jr.’s commitment to investigate irregularities in government flood control projects and protect the people's money.

"In the Supreme Court’s decision regarding the formation of the ICI, the president has demonstrated to the public his sincere intent to conduct a profound investigation into anomalous flood control projects," Castro said in a statement.

"It is the obligation of this administration to cleanse the government of the abuse of public funds; hence, the President initiated this effort through Executive Order No. 94," she added.

Marcos created the ICI on Sept. 11, 2025 as a fact-finding body to investigate alleged corruption, irregularities, and misuse of public funds in flood control and related infrastructure projects over the past 10 years.
