MANILA, Philippines — Tropical Depression Luis made landfall at 5:30 p.m. Monday in Maconacon, Isabela, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
Pagasa advised those affected by “Luis” to monitor updates from the bureau.
