Trust in President Marcos dips in Q4 2025 Octa survey; Vice President Duterte's ratings rise

MANILA, Philippines—Public trust in President Ferdinand Marcos Jr. declined in the fourth quarter of 2025, while Vice President Sara Duterte posted gains in both trust and performance ratings, according to the latest Tugon ng Masa (TNM) nationwide survey released by Octa Research.

The survey showed a downward movement in Marcos’ trust rating compared to previous quarters, indicating growing public skepticism toward the President’s leadership. In contrast, Duterte registered an increase in public confidence, alongside improved assessments of her job performance.

Octa Research said the survey results were non-commissioned and released as a public service, focusing on trust and performance ratings of top government officials.

The survey fieldwork was conducted from December 16 to 20, 2025, through face-to-face interviews with 1,200 male and female respondents ages 18 and above. The nationwide poll carries a margin of error of ±3 percent at a 95 percent confidence level.

Subnational estimates have margins of error of ±6 percent for the National Capital Region, Balance Luzon, Visayas, and Mindanao.

The TNM survey is conducted regularly to track public sentiment on key national issues and government leadership. The research group emphasized that the findings are intended to inform public discourse and provide an evidence-based snapshot of shifting political attitudes across the country.
