Warisan demands accountability over Pan Borneo delay

Kota Kinabalu: Parti Warisan leaders charged claimed Pan Borneo Highway’s decade-long delays and ballooning costs stem not from lack of funding, but from governance failure and accountability gaps.

Warisan Supreme Council member Chen Ket Chuin, together with Assemblymen Alex Thien and Samuel Wong, said the Auditor-General’s report laid bare systemic weaknesses showing poor planning, land bottlenecks, loose contract management, and RM513.99 million in unauthorised variation orders.

“Billions were allocated. If after all that the road is still not done, the state government cannot wash its hands. This is not a funding problem …this is a delivery failure.”Records available shows that only 4 of 35 Phase 1 work packages are complete. Costs have risen RM1.05 billion to RM18.96 billion.

Hence, Chen demanded full disclosure of contractor names, payments, delay causes, and whether anyone has been disciplined or referred to MACC.

“Sabah needs more than federal money … we need honest delivery, competent supervision, and leaders who take responsibility.”On his part, Alex said PDP excuse has expired and ending the PDP in 2019 can no longer be the catch-all explanation.

“Nearly seven years have passed, and this government has been in office since 2020.”Sarawak has completed 10 of 11 packages , a contrast Samuel said Sabahans deserve an answer for.

Leaders called for a public constraint register listing every delayed package, its cause, responsible agency, and firm deadline; plus a package-by-package recovery plan and urgent fixes for damaged diversions and disrupted livelihoods.

“We don’t need another committee. We need clear deadlines, measurable KPIs, and consequences when targets are missed, “Alex said.
