Warisan seeks clarity on Unified Examination Certificate

Kota Kinabalu: Parti Warisan’s legal advisor, Chin Tek Ming, has welcomed the Sabah Government’s decision to recognise the Unified Examination Certificate (UEC) and consider its holders for state civil service employment, calling it a positive move but one that requires clarity and transparent implementation.

Chin said that while the policy is commendable, questions have been raised about its timing and whether sufficient mechanisms are in place to ensure fair and effective enforcement.

“The announcement is welcomed, but the public deserves to know why it is being introduced now and what concrete steps will follow to ensure proper implementation,” he said, noting the policy was announced just ahead of the upcoming state election sparking public debate over possible political motives.

He urged the state government to place UEC recognition on par with the STPM (Malaysian Higher School Certificate), pointing out that the UEC is widely accepted by universities internationally.

Chin also called for clear administrative guidelines to prevent barriers for UEC holders seeking government jobs, stressing the need for a proper framework to guarantee equal opportunities.

“There must be a clear mechanism to ensure fair opportunities for UEC graduates,” he said.

On the RM5 million allocation recently announced to support UEC-related initiatives, Chin called for transparency in fund management, stressing the importance of long-term sustainability.

He reaffirmed Warisan’s consistent support for UEC recognition, noting that it was previously acknowledged under the Warisan-led government in 2019.

“Any initiative that genuinely supports the UEC should be encouraged. What matters most is sincere implementation that benefits students and strengthens our education system,” he said.
