11 ‘colorum,’ ‘overcharging’ taxis caught at NAIA — LTO

MANILA, Philippines — A joint law enforcement team led by the Land Transportation Office (LTO) has caught at least 11 taxis while reportedly engaged in colorum operations and overcharging, among others within the Ninoy Aquino International Airport (NAIA) Complex in Pasay City.

LTO chief Markus Lacanilao said some of those apprehended were also found to be engaging in unlawful contracting as well as refusal to render service or convey passengers to their destinations.

As a result, the LTO issued Temporary Operator’s Permits (TOP) for breach of franchise conditions, he said.

“Public transportation should never be an opportunity to take advantage of passengers. We must ensure that PUVs (Public Utility Vehicles) adhere to their franchises and deliver proper, fair service to the public,” the LTO head said.

He told The Manila Times that the bureau would continue to coordinate with its partner law enforcement agencies to identify and hold accountable operators and drivers who violate the terms of their franchises.

“Every passenger deserves safe, decent, and rightful service,” he added.

The top LTO official assured the public that it would sustain its coordination with various law enforcement agencies to strengthen the implementation of public transport regulations, particularly in high-traffic passenger areas.

Through these collaborative operations, the agency aims to uphold orderly, safe, and equitable public service, while ensuring strict compliance by operators and drivers with their franchise obligations, he vowed.
