Kota Kinabalu: The Sabah Lands and Surveys Department (JTU) recorded a proud achievement when it delivered 11 out of 12 Key Performance Indicators (KPIs) under the Sabah Maju Jaya (SMJ) Development Plan for 2024, with an overall achievement rate of 92 per cent.

Chief Minister Datuk Seri Hajiji Noor said the achievement proved the strong commitment of JTU staff in providing the best service to the people and the State.

“This achievement is the result of hard work, dedication and the excellent work culture of the department’s staff.

“For example, land revenue collection, which was targeted at RM281 million in 2024, was surpassed with a collection reaching RM290.87 million or 104 per cent.

“In addition, a total of 55,670 land applications were processed compared to the target of 45,000 applications, while the survey of Native Customary Rights (NCR) land covered 17,701.50 hectares compared to the 15,000-hectare target,” he said when officiating the JTU 2024 Excellent Service Award (APC) Appreciation Ceremony at the Sabah International Convention Centre (SICC), Monday.

Hajiji stressed that JTU’s success in gazetting 82 village reserve sites compared to the target of 80, as well as the development of three new online systems - the Temporary Occupation Licence (TOL) Renewal System, the Land Enforcement System and the 3D Building Application - is proof of the department’s progressive approach in line with current needs.

He also emphasised the importance of the Sabah Native Customary Rights Land Measurement Programme (Pantas), which remains a key agenda of the State Government in securing land ownership rights for the Bumiputera.

“Since its implementation in 2011, the Federal Government, through the Implementation Coordination Unit (ICU) of the Prime Minister’s Department, has channelled RM251.34 million for this programme. As of June 2025, a total of 488,705 acres involving 70,436 native customary land lots have been successfully surveyed.

“Pantas has had a significant impact as it helps the natives of Sabah to own their own land. This effort is further strengthened through the launch of the Pantas Sabah Native Land Services Gallery, which will serve as a symbol of the department’s dedication as well as a source of knowledge and inspiration for future generations,” he said.

Hajiji also expressed appreciation to all 2024 APC recipients and reminded them to use the recognition as motivation to continue improving the quality of public service.

“A culture of creativity and innovation must be nurtured to ensure a stronger and more effective delivery system.

“Continuous commitment is very important to ensure that Sabah continues to move forward in line with the Sabah Maju Jaya Development Plan,” he said.
