The Daily Mail says Newcastle United, Southampton and Brighton & Hove Albion are also keeping tabs on the 17-year-old.
He recently made his debut for England under-18s and is highly-rated by Birmingham, who will turn down any bids that are not deemed considerable.
If the Whites were to recruit Hall, it would not be the first time they have raided the Blues for an emerging young talent having secured the services of Amari Miller in the summer.
