Very few heard of Tuju app, a navigation apparently developed by Malaysians for Malaysians.
The app has recently garnered significant media attention after PMX encouraged civil servants and the public to use it as a secure local alternative to Waze.
It is inconceivable for PMX to blindly insist that all civil servants to switch from Waze to Tuju in such a short time and moreso when Tuju is untested.
The app was developed Prosignal Consortium Sdn Bhd (PCSB), apparently in collaboration with Lembaga Lebuhraya Malaysia (LLM).
By now, other than the download of the app by curious users, the background of Prosignal Consortium, its founders and the directors and shareholders would be the most search items on the internet.
Followed by who and why Lembaga Lebuhraya Malaysia (LLM) signed the collaboration agreement with a company that has no other significant platform expertise and was formed only in 2021.
A company that has zero platform experience and track record formed through a merger of 3 entities, Prosignal Engineering Sdn Bhd, Raid Synergy Sdn Bhd, and Numapro Sdn Bhd.
A year later, in May 2022, LLM, in their website announced that they have signed
MEMORANDUM OF UNDERSTANDING (MOU) ON COOPERATION TO DEVELOP A HIGHWAY MANAGEMENT SYSTEM BASED ON THE SMART HIGHWAY CONCEPT with Prosignal Consortium Sdn Bhd (PCSB) to develop a smart highway management system.
In its website, LLM said the collaboration was one of the initiatives outlined in the LLM Business Strategic Plan 2021-2025 in an effort to strengthen digitization in the aspects of monitoring highway operations and construction and the smart highway concept highlighted will involve the development of smartphone applications for highway operations as well as a comprehensive and systematic highway asset management system for the purpose of highway design, construction and maintenance.
Wow…. Wordy explanation in a statement that now has evolved and turned into Tuju, the much talked about navigation app, locally developed and it to replace Waze.
When the MOU for the collaboration was signed in May 2022, the government was helmed by PM9 and BN/UMNO.
PMX and the Madani government only occupied Putrajaya in Nov 2022.
The present Deputy Prime Minister was the Minister of Works of Malaysia in May 2022.
LLM, a federal statutory agency reports directly to the Ministry of Works (Kementerian Kerja Raya / KKR.
In May 2022, the leadership and key board officials of Lembaga Lebuhraya Malaysia - LLM included the following core members:
- Chairman (Pengerusi): Datuk Abdul Rashid bin Asari. He was the active Chairman during this period and notably overseen official agency milestones that month.
- Director-General (Ketua Pengarah): Dato' Ir. Mohd Shuhaimi bin Hassan
- Audit Committee Chairman / Ministry Representative: Datuk Wan Ahmad Uzir bin Haji Wan Sulaiman served as a board member representing the Ministry of Works until May 31, 2022.
- Ministry of Finance Representative: Y M Raja Muhammad Azhan Shah bin Raja Muhammad.
- Special Interests Board Representative: Dato' Adrian Ching Kok Suang
- Dato' Ir. Haji Zulakmal bin Haji Sufian – Served as a board member representing Special Interests (Kepentingan Khas).
For the interests of the public, the Board of LLM needs to explain and clarify the following:-
- How did a MEMORANDUM OF UNDERSTANDING (MOU) ON COOPERATION TO DEVELOP A HIGHWAY MANAGEMENT SYSTEM BASED ON THE SMART HIGHWAY CONCEPT culminated in a formalised product rollout which is the navigation application, TuJu, that was officially launched by the Minister of Works, on Nov 26, 2025?
- How much was the total development costs paid by LLM to Prosignal Consortium Sdn Bhd (PCSB) for the development of the application?
- What is the yearly maintenance costs to be paid by LLM to Prosignal Consortium Sdn Bhd (PCSB)?
- What is the business model for Tuju? How is it funded and what is the costs structure for it? Is it practising or employing the same model as Waze that monetizes through hyperlocal, location-based advertising and data partnerships, and operational costs are kept low through crowdsourcing its core infrastructure?
Unlikely Tuju is operated and managed using the same model as Waze as the apps is available in over 180 to 200 countries and territories worldwide where roads are mapped and have active GPS or cellular reception.
