Pag-IBIG backs precast housing, targets over 7K units in 2 years

THE Pag-IBIG Fund, which provides funding for the housing projects of its mother agency — the Department of Human Settlements and Urban Development (DHSUD) — on Monday threw its support behind the latter’s plan to make use of modern construction technology to accelerate the socialized housing delivery.

Pag-IBIG Fund CEO Marilene Acosta was specifically referring to the precast materials that would be manufactured by the Megawide Construction Corp. following the ceremonial launch of the company’s facility in Taytay, Rizal, which was graced by President Ferdinand Marcos Jr., DHSUD Secretary Jose Ramon Aliling, and Acosta.

Aliling, who chairs the Pag-IBIG’s board of trustees, reiterated the agency’s plan to employ modern construction methods and deliver “safe and quality homes faster for Filipino families and also in line with President Marcos’ directive to expand access to affordable, decent housing.” “By speeding up housing delivery, we not only provide more Filipinos with homes, but we also help create jobs, sustain construction activity, and stimulate the economy,” the housing czar added.

Both Aliling and Acosta cited the role of public-private partnerships and modern construction technology in accelerating socialized housing delivery under the expanded Pambansang Pabahay Para sa Pilipino (4PH) program.

According to the housing department, the Megawide facility will produce precast housing components for 4PH developments, enabling faster construction of quality socialized housing units within reach of many Filipino families.

Held in line with DHSUD anniversary, the launch showcased how industrialized construction methods can help deliver more homes faster under the Marcos administration’s flagship housing program, Aliling said.

During the tour, the president and housing agency officials viewed the precast production line and housing components being manufactured for 4PH projects.

Precast construction allows major building elements such as walls, slabs, beams and columns to be produced simultaneously in a controlled plant environment, helping improve quality checks and shorten construction schedules at the project site.

Meanwhile, Acosta said that Pag-IBIG has been consistently providing long-term housing finance that helps stimulate the housing industry, including support for projects that enable developers to adopt faster, more efficient building methods while keeping home loan payments within reach of its members.

“Today, we witnessed a major step forward in strengthening socialized housing through the adoption of modern construction technology,” Acosta said.

“In line with our mandate to provide sustainable financing for the country’s housing industry, we support projects like this to speed up construction, improve efficiency, and deliver quality homes that remain affordable for Filipino families,” she said.

With the partnership with Megawide Construction Corp., the Pag-IBIG chief said they would expect to build more than 7,000 housing units in just two years — or even sooner — “while ensuring strong returns that help protect and grow our members’ savings.” Acosta said Pag-IBIG Fund invested P10 billion in Megawide preferred shares in 2025 with a robust 9-percent annual return intended to help sustain competitive dividends for its members’ savings.

She said the agency has also approved P27.12 billion in various housing development financing, of which P8.5 billion has been released.

“This is expected to support the construction of 21,022 socialized housing units, further advancing housing delivery under the Expanded 4PH Program,” Acosta said.

In 2025, Pag-IBIG released a record P140.54 billion in housing loans, benefiting 90,727 Filipino workers who secured new homes or improved their current homes, as the expanded 4PH continues to accelerate the delivery of affordable housing nationwide.

Home for every Filipino

“Our goal is for every Filipino to have safe, decent, and affordable homes,” Marcos said in Filipino.

Apart from inspecting the precast plant, the president also led the ceremonial turnover and awarding of different housing modalities and financial grants to beneficiaries and stakeholders from various 4PH developments in the country.

Marcos said under the Expanded 4PH, housing delivery now extends beyond vertical developments to include horizontal housing, rental housing, the Enhanced Community Mortgage Program, incremental housing, and housing sites covered by Presidential Proclamations, ensuring a broader and more inclusive reach for the working and middle class as well as informal settler families.

The Pag-IBIG Fund helps implement this by offering 3-percent subsidized home loan rate through the Expanded 4PH, the lowest in the market, making home ownership more accessible for the working and middle classes.

“These achievements are part of our intensive implementation of the housing program. We have come a long way, but we are still working hard to reach our target in the years to come,” the president said.

Over 423,000 housing units have been built or financed to date under the president’s flagship housing program.
