
MANILA, Philippines — Malacañang declared November 16 to 18 as special non-working days in the National Capital Region as the Philippines hosts the 49th Association of Southeast Asian Nations (ASEAN) Summit.
Under Proclamation No. 1447, signed on September 17 by Executive Secretary Ralph Recto, the declaration aims to ease traffic congestion and allow law enforcement and protocol officers to ensure the safety and security of foreign leaders, delegates, and diplomatic attendees during the regional summit in Metro Manila.
“In order to alleviate traffic and to allow the host country to secure the safety of participants in the said event, it is necessary to declare 16-18 November 2026 as special (non-working) days in the National Capital Region,” the proclamation stated.
