WHILE other local government units in the National Capital Region have started enforcing the no contact apprehension policy (NCAP), Valenzuela City is holding it off, Mayor Wes Gatchalian announced on Tuesday.
“We decided here in Valenzuela not to implement the NCAP yet,” Gatchalian told The Manila Times.
On Sept. 30, six cities in Metro Manila — Quezon City, Manila, Muntinlupa, Parañaque, San Juan and Valenzuela — simultaneously announced on their official pages that the Metropolitan Manila Development Authority would begin enforcing the NCAP in their turfs.
“We understand the purpose behind NCAP. However, given the current situation in Valenzuela, now is not the right time to implement it,” Gatchalian said.
The city chief executive noted that road construction is ongoing along Valenzuela’s major thoroughfares and, as a result, traffic flow changes daily.
“We do not want to add to the burden of our motorists at a time when the condition of our roads has yet to return to normal,” Gatchalian said.
“Let us first prioritize orderly and safe traffic flow for the people of Valenzuela,” he added.
For this reason, the city government reiterated that it has decided to temporarily suspend the NCAP implementation in the city “until further notice.”
