Socialized housing loans shoot up 173% – Pag-IBIG

PAG-IBIG Fund financing for socialized housing surged 173 percent in the first nine months of 2026, with 10,904 homes financed for minimum-wage and low-income members, up from 3,987 in the same period last year.

The amount released for socialized housing loans also rose 172 percent to P12.10 billion from P4.45 billion, increasing the segment’s share of Pag-IBIG-financed homes to nearly 16 percent from 7 percent a year earlier.

The figures were reported by the Home Development Mutual Fund, or Pag-IBIG Fund, as the government pushes its Expanded Pambansang Pabahay para sa Pilipino (4PH) program to make homeownership more accessible to low-income Filipino families.

Overall, Pag-IBIG financed 68,514 homes worth P111.29 billion from January to September, up 15 percent from 59,789 homes worth P93.03 billion in the same period in 2025. Housing loan releases increased by 20 percent.

Housing Secretary Jose Ramon Aliling, who chairs the Pag-IBIG Fund board, said the figures reflected efforts to expand access to affordable housing while providing more financing options for middle-income members.

Under the Expanded 4PH program, qualified socialized housing borrowers may avail themselves of a subsidized interest rate of 3 percent.

Eligible middle-income borrowers, meanwhile, can access promotional rates of 4.5 percent and 5.75 percent, as well as housing loans of up to P10 million.

Pag-IBIG also released P5.93 billion in financing for housing developments under Expanded 4PH in the first nine months of the year, up 172 percent from P2.18 billion a year earlier.

Pag-IBIG Fund Chief Executive Officer Marilene Acosta said the subsidized interest rate could help qualified minimum-wage and low-income members manage their monthly housing payments, while expanded loan options could make homeownership more attainable for middle-income families.

The figures come as the government seeks to match affordable housing financing with a greater supply of homes.

Pag-IBIG said it had strengthened partnerships with property developers to offer housing options across different price ranges and was working with the Bases Conversion and Development Authority to bring housing closer to workplaces in New Clark City.

At the second National Housing Expo held on Oct. 19 and 20 at the SMX Convention Center in Pasay City, organizers recorded 30,425 attendees, up from 19,215 last year.

Housing inquiries increased to 44,567 from 8,698, while 1,262 housing units were reserved. More than 80 partner developers offered over 50,000 housing units during the expo.

The figures provided by Pag-IBIG cover homes financed and housing units reserved but do not establish how many beneficiaries have moved into completed homes.
