That is according to Football Insider, with the source stating that the talented 18-year-old is wanted by both clubs.
The Magpies previously had his agent meet with their recruitment chief, as they hoped to finalise a move.
However, City have now emerged as a realistic option for Lowry, who also has a contract offer from Rangers.
The Scottish giants want to keep the player, but he may see his immediate future in England.
Lowry has played four times this term, with three of the games coming in the Scottish Cup.
