MANILA, Philippines — Parts of Luzon and Visayas will continue to experience heavy rainfall due to the presence of a low pressure area (LPA) outside the Philippine Area of Responsibility (PAR), according to state weather bureau Pagasa.
In its 4 p.m. weather bulletin, the low pressure area, formerly tropical depression Luis, was seen 180 kilometers west of Bacnotan, La Union.
The tropical low is enhancing the southwest monsoon that is affecting Southern Luzon and the western section of Visayas.
Ilocos Region, Cordillera, Cagayan Valley, and Central Luzon are expcted to have cloudy skies with scattered rains and thunderstorms due to the LPA.
Meanwhile, Metro Manila, Rizal, Cavite, Batangas and Occidental Mindoro will experience occasional rains, while Rizal, Laguna, Quezon, Oriental Mindoro, Romblon, Palawan, Antique, Iloilo and Guimaras should expect cloudy skies with scattered rains and thunderstorms due to the southwest monoon.
The rest of the country should expect partly cloudy to cloudy skies with isolated rainshowers and localized thunderstorms.
Typhoon Dolphin, located 2095 kilometers east northeast of Extreme Northern Luzon, has maximum sustained winds of 155 kilometers per hour (kph) and gustiness up to 190 kph.
Meanwhile, the Department of Social Welfare and Development has extended P1.16 million worth of humanitarian aid to families affected by Tropical Depression Luis.
Accordin to DSWD Spokesman and Assistant Secretary Irene Dumlao, stranded individuals in the Bicol Region have been given ready to eat food packs by DSWD Field Office 5.
She also said that DSWD was also monitoring the situation of 1,218 families or 3,701 individuals currently staying in two evacuation centers in Central Luzon and Zamboanga Peninsula Region.
According to the 6 a.m. Aug. 4, 2026 report of the Disaster Response Operations Monitoring, Information, and Communication (DROMIC), there are 22 families or 84 persons temporarily staying with their relatives or friends.
