NBeS to enhance digital building plan services

Kota Kinabalu: The National BIM e-Submission (NBeS) is expected to raise the quality of digital building plan services, said Mayor Datuk Seri Dr Sabin Samitah.

He said building plan approval is a key process for development in the city and City Hall (DBKK) pays close attention to it because accurate plans and careful evaluation are vital to public interest and safety.

“We are implementing NBeS for early digital checks of building plans. Early checks and corrections allow officers to focus on matters that need careful assessment.

“We are targeting approval in less than 10 days for plans that pass the checks and have been corrected.

“This is the first step in our effort to reform the DBKK plan approval process, with an online plan submission system (e-Submission) planned from 2027,” he said at the NBeS DBKK launching ceremony, here.

Sabin said development quality and safety are DBKK’s priorities and are directly linked to the Enterprise Architecture (EA) project now under development.

DBKK is also reviewing its work processes, data and systems so they can be better organised and connected.

Sabun said plan applications involve many parties, and each stage will use the same data, which makes the process smoother. NBeS is an important component in renewing it.

“The NBeS will support early checks and the planning of review outcomes, application data and decisions will run in a more orderly way, because our aim is valid information for every process to be coordinated.

“Applicants can clearly track the status of their applications at every stage, so they can check progress without difficulty and save time.

“The NBeS technology also brings major benefits. Processes can be fully integrated and workflows no longer depend solely on physical filing, which is our target for the future,” he said.

Also present was Assistant Minister to the Chief Minister Datuk Joniston Bangkuai.

Joniston said the initiative is seen as an overall improvement to the process and to how decisions are delivered.

“The implementation of NBeS by DBKK is an effort to keep information better organised and to identify technical issues earlier.

“Services to the public also become more transparent while safety standards are maintained, and this supports the Sabah Maju Jaya aspiration,” he said.

He said all parties should adopt digital applications to improve service quality, and officers should also be helped to become more skilled.

“We need more than digital applications. We need skilled officers, accountable decisions and orderly development information, which will certainly help enforcement officers understand the development process better.

“This success will be judged by the quality of service received by the people, and I am confident this can be an example for others,” he said.
